     Other developing countries in this world do not treat their own people so poorly, as sometimes happens in the USA, and some other bountiful countries do look toward 'agrarian reform' as a part of their needful 'economic reform'. Too many persons in Tenessee, and/ or 'the Old South', look at any proposed policy in terms of 'what it gives away to the "minority"; and thus too many poor whites and others living 'under the poverty line' must miss out on good potential reforms such as a new chance to Farm their own Land. Every citizen deserves a chance to own a home and a chance to farm the land. The typical problems that have ruined opportunities for family farmers in the USA have historicly  included  'local bank interests', corporate interest in world or international commodities markets, and some secret 'world view' schemes that might imagine they can 'best allocate' the airable land for the 'proper' crop cycles.


To look at the first example of 'agrarian reform' in the USA (but certainly not the first in the world)  it did include a racial element as it also does now in western Tennessee. From encyclopedia online : {40 acres and a mule refers to the short-lived policy, during the last stages of the American Civil War in 1865, of providing arable land to black former slaves who had become free as a result of the advance of the Union armies into the territory previously controlled by the Confederacy, particularly after Major General's William Tecumseh Sherman's "March to the Sea." General Sherman's Special Field Orders, No. 15,[1] issued on January 16, 1865, provided for the land, while some of its beneficiaries also received mules from the Army, for use in plowing.[2] Forty acres (16 hectares) is a standard size for a rural family plot, being a sixteenth of a section (square mile), or a quarter quarter-section, under the Public Land Survey System used on land settled after 1785. The combination of a 40 acre plot and a mule was widely recognized as providing a sound start for a family farm}. Now the chance to farm in Tennessee does include a good proportion of black persons living in west TN.


Any good person and every unemployed person and anyone living 'below the poverty line' (= $ 22,050 per anum for a family of 4) in Tennessee and elsewhere in the USA Deserves a chance to farm for a living and by this I mean to say 'subsistence farming' or the means to provide sustenence for family survival and to have a bit left over for the common market. Not withstanding the polution and collusion and the usury and other negative effects of 'big Agribusiness' and corporate ownership of farm markets; Local farming provides much more diversity in potential crop yields and better potential 'freshness'; and usually a common place to keep funds more so 'local'.

Now, it is my contention as a candidate for the US House from Tennessee [Iowa]  that in Western tennessee their is a plenty of 'airable land', that can be good selection for 'subsistance'  type farming, and that is currently Not being used at any 'higher potential' value with regard to the 'common good' in...  um ,  Iowa .

If any man seeks public office then a statement of 'The Budget' is of most importance . I am so Thankful to your Courtesy in reading and thankful to the Lord Jesus that I could help anyone and have a friend, anywhere; and outside of any official capacity . Though I did not initially seek public office nor any high status I will note that I had a good disposition for it, from the beginning; my being honest and well-spoken, a good reader from a young age and that, some others have tried to force me and some have tried to stop and some others have simply encouraged me in the right direction; as with a need to public service and political awareness . Certainly some have robbed me and in later years some people keep trying to pretend they are me, or that they are with me or helping me in some undisclosed way . I myself now have been living in the Republic of Filipines for 3 years and have travelled and have , (perhaps for the first time), been very much involved in giving ('charity') money to others and in buying gifts from local markets as to give to young mothers of hungry children; upon their mutual Request. Also I have purchased various amounts of building materials in places where people live in semi-permanent structures and where flooding and nature takes away . Certainly I deem some of my spending here as 'an Investment' though much more of it has been given away to the poor in ways that I never intended to recover, anything from it. As the Bible says that 'The Lord loves a cheerful giver' I assure you that I do not begrudge it and though I could never take it back I think it only prudent that I now make a 'statement of accounts' as to some of the places and perhaps the people to whom I have given . Such is important in realms where sometimes some people have helped me and where some others are always trying 'to take' some kind of money from me, unseen, as well as they pretend they are somehow 'responsible' for me or my living conditions . I am of sound mind and financially prudent body and my financial giving is similar to the following account I type and print as follows . To :

Bilawan Baptist Church , of Mati ; davao Oriental, in 2011 I gave amounts in pesos Php
50, 20 , 200, 100 , and 30 - for a total of 400 pesos Php,  and to the Family of the Caretaker there I Gave 200 , 200, 50 and 20 for a total of 470 ; along with many gifts of food to that community . And To Edwardo Tamala, a deacon there, I gave 30 , 200 , and 500 or 730 pesos Php . This amount is not 'all-inclusive' of my giving there and my charity to them far exceeds any claim they might have to my time, my money, and my life . I gave 200 also to the friend of Cesar de Guzman .

I am thankful to any of them that did help me in times of slack and I'm Thankful that my conscience is clear; i do not owe them any more . Praise the Lord .

This statement includes persons I met in 2011 and any relation or obligation to these of mention had ended in 2011 and in no way includes my ample giving to others in 2012 nor 2013 . I am always glad to help and always glad to have a True friend . peace

I ,  Mr William Tharon Chandler, do hereby announce my candidacy for the United States Congress, from California 28th Congressional Disctrict (and none others).   This is the only office i will seek at this time, and that is active as of February 1st, 2013.
